Deb Choudhury

About Deb

Director of Federal Business Development Deb Choudhury leads the Federal Business Development team at CRI. She comes from the US Department of Agriculture (USDA), where she led the adoption and operation of enterprise software-as-a-service (SaaS) platforms such as ServiceNow and Salesforce, working with the Office of CIO and USDA mission areas to establish and manage annual business goals for these services. Prior to working for the Government, she worked as a Federal Consultant and Director of Low Code Practice for CGI Federal, where she established and expanded the firm's offerings across various low code platforms. Deb also worked for Appian as a Technical Delivery Manager supporting business development and delivery efforts for various Federal agencies such as the Department of Education as well as Food and Drug Administration. In her spare time, she enjoys traveling with her family and working with various animal rescue organizations across the country to foster and find loving homes for animals in need.
Scott Herman

About Scott

Director of Solutions PMO Scott brings over 20 years of Program and Project Management Office (PMO) leadership experience, with a strong track record of delivering operational excellence, driving business transformation, and leading strategic portfolio initiatives. He has held leadership roles across multiple federal agencies, where he successfully built and scaled PMOs to improve project delivery, organizational alignment, and stakeholder satisfaction. His expertise includes portfolio governance, resource management, and implementing enterprise tools such as ServiceNow and other SaaS platforms. Scott is ITIL and CSM certified and holds the Forrester Customer Experience Pro (CX-1) certification—reflecting his passion for customer success and user-centered service delivery. Scott’s leadership style emphasizes collaboration, transparency, and empowering teams with the tools and frameworks they need to succeed. His work has supported complex, multi-million-dollar modernization programs across the federal and commercial space. Outside of work, Scott enjoys playing golf, music battles with his daughter, and exploring the many breweries in the Frederick, Maryland area with his wife and friends.
Linda Howard

About Brian

Director of ServiceNow Operations Brian Burch, is an experienced operations executive specializing in service transformation, customer experience, and cross-functional leadership. As Director of ServiceNow Operations at CRI Advantage, he leads strategic delivery and team development across the platform. With a 20-year career spanning SaaS, federal, and Fortune 500 environments, Brian has driven measurable improvements in customer satisfaction, operational efficiency, and business growth. He holds an MBA from the University of Kentucky and a BS in Computer Science from Tulane University, along with PMP and Lean Six Sigma certifications. Outside of work, Brian enjoys attending horse race meets at Keeneland, cheering on the New Orleans Saints, and spending time outdoors with his wife and two daughters.
Linda Howard

About Linda

Linda Howard joins the team at CRI Advantage as the Vice President of Large Programs.
Ms. Howard has four decades of experience in the information systems and technology services industries, with more than 35 years in executive leadership roles. Before joining SAIC, Ms. Howard was the Vice President and Partner at Unisys. Additionally, Ms. Howard has held executive positions at Identix Inc, DynCorp Management Resources, and Electronic Data Systems. A distinguished career characterized by providing all leadership aspects from strategy development and execution to operational excellence and leadership development.
Ms. Howard began her career in the Oil and Gas Industry after completing her bachelor’s degree in Finance at the University of Wyoming.
She was a Senior Vice President for SAIC, Corporation. She held multiple executive positions, including her latest as the SVP of Corporate Development. Her prior role was the Deputy Chief Information Officer, with overall Executive responsibility for all operational, people development, technical solutions, and strategic direction for the corporate provided information technology services. Her previous experience in delivering information technology services and solutions to various federal customers provided a unique approach to the CIO department, truly aligning the CIO with the business owners and objectives. In 2013, Ms. Howard received the 2014 CIO Ones to Watch Awards from International Data Group’s CIO magazine and CIO Executive Council. Upon joining SAIC in 2011, Ms. Howard became the Senior Vice President/Business Unit General Manager for the Homeland and Civilian Solutions Business Unit at SAIC.
Ms. Howard is an active member of the Women in Technology Association, Association for Corporate Growth and Industry Advisory Council, and Technology Business Management Council. Ms. Howard lives in Herndon, Virginia.

Toby Tobaccowala

About Toby

Toby Tobaccowala has been a Board Member for CRI since 2005. Toby has over 35 years of operating experience in the business and communications services sectors. Until May 2005, he was the Chairman of R4 Global Solutions, which was acquired by Verisign. Previously, he was Executive Vice President at AppNet where he completed 12 acquisitions in nine months, enabling the company to offer a full range of services and complete a public offering. Commerce One acquired AppNet in 2000. Prior to joining AppNet, Toby was Strategic Business Unit President of the Media Industry Group at Electronic Data Systems (EDS). He spent 23 years at EDS, starting out in engineering and working extensively in the retail, financial, and telecommunication industries. He holds an MBA from Bajaj Institute of Management in India and a B.S. (E.E.) from Maharaja Shivajirao University, India. Toby also serves on the boards of Optimal Solutions Integration, Inc. and Oceus Networks, Inc.
Gary Brookshier

About Gary

Gary Brookshier served as CEO and President for CRI since originally purchasing the company with his wife Judy in 1995. Gary has over three decades of experience in senior management and executive leadership roles across a diverse spectrum of engagements within the energy and technology sectors. His leadership in the energy sector has included managing operations for a utility power engineering company and a custom programmable control manufacturing company, serving electric utilities nationally.
Gary has performed energy conservation planning engagements for the BPA and utility associations and management of an REA electric utility. Gary’s technology related efforts have included the development and marketing of several software products for the medical and airline sectors, development of a Software-as-a-Service (SaaS) business intelligence product for K-12 education and most notably the growth of CRI Advantage into one of the largest technology services companies in the Northwest.

About Jasmine

Jasmine joined CRI in 2022 as the Director of HR, Talent & Inclusion. She has over 10 years of progressive professional experience in leadership, management, human resources administration, and people strategy. She earned her Master’s degree in Human Resource Development from Idaho State University and is a Senior Certified Professional with the Society for Human Resource Management.
Jasmine has worked in various industries including retail management, social services, higher education, and semiconductor manufacturing. She has successfully partnered with several cross-functional teams to translate business vision into HR initiatives that improve organizational growth, performance, and employee engagement.
Jasmine enjoys hiking, reading, and spending time with her family when she is not working.
Rich Collins

About Rich

Rich has over 25 years of experience in Technology. After a successful career as an Information Technology Executive, he ventured into Sales and Business Development for global consulting firms. Rich has successfully partnered with over 100 major accounts worldwide in the ERP space. For the past eight years, he has focused on helping his clients implement and support Tier 1 Cloud ERP and Workflow Automation platforms.
Gina Spangler

About Gina

Gina is the Senior Director of Delivery for the Services Division. Having started with CRI in early 2022, Gina comes with nearly 20 years of program and project management experience. Gina is a PMP with extensive experience managing complex deliveries of software solutions, hardware capabilities, communications solutions and security programs. She believes in promoting open communication across all demographics of the teams she works with. Her experience in client relations and contracting in Commercial, State and Federal Government brings a proven track record to CRI Advantage.
Gina enjoys time with her family, exploring the mountains of Eastern Idaho and competing in events of all types with her horses.
Kent Laverty

About Troy

As Capture Director, Kent leads and manages capture efforts to win competitive proposals in the federal, state, and commercial arenas. This includes identification, qualification, and prioritization of new opportunities, development of capture plans and follow-up actions to pursue qualified opportunities, and leading multidisciplinary teams in Pre-RFP and proposal activities. Kent works to understand customers’ needs and pain points and to coordinate with teaming partners and subcontractors to maintain effective and supportive relationships with all stakeholders associated with the pursuit of an opportunity.
In his spare time, Kent enjoys spending time in Idaho’s scenic outdoors hiking, fishing and camping, as well as playing tennis and golf.
Troy Taylor

About Troy

Troy has provided Security and IT Governance Services to companies of all sizes. He has designed and deployed large security, infrastructure, and development projects that have lowered costs and improved security posture and efficiency. He has worked with Fortune 50 clients creating operational excellence by leveraging emerging Cybersecurity and Information Technology.
With degrees in Nuclear Physics, an MBA, and over 20 years of experience in Cybersecurity and Information Technology, Troy has broad business and technical know-how and a unique ability to communicate highly technical concepts in plain language with business executives. When he isn’t hard at work protecting organizations from online threats, he enjoys spending time flying Birds of Prey as a falconer.
Tommy Heflin

About Tommy

Tommy Heflin is the Director of Corporate Operations for CRI. Tommy joined CRI in 2022 bringing over a decade worth of experience in financial services, project management, accounting, and client relations. In 2016, he led a team for one of the largest health club SaaS and payment processing company’s where he onboarded the largest client in the nation. The company was purchased in 2018 where Tommy was an Onboarding Account Executive. Tommy is a decorated Army Veteran with two combat tours and has served 16 years in the Army National Guard where he is still serving as a Chief Warrant Officer and Certified Instructor. Whenever Tommy is not wearing one of his many hats, he is spending time on the water or mountain biking the Boise foothills.
Dallas Blattner

About Dallas

Dallas Blattner is a highly innovative, dynamic Senior ServiceNow Delivery Director with ten (10) plus years of professional experience and a Master’s in Business Administration (MBA). Subject Matter Expert (SME) regarding ServiceNow Product Suites, Applications and Modules, government, SLED, and commercial subcontracts, especially Information Technology and Service activities, and the Federal Acquisition Regulations (FAR). Dallas is policy-driven and team-spirited with a talent for problem-solving and strategic thinking. Adept at applying contracting and project management principles (Agile, Scrum, and Lean) as well as financial/budgetary knowledge to improve and build upon product delivery. Working knowledge of, and a great passion for, federal and SLED contract policies and procedures with the ability to interpret a variety of municipalities’ rules and regulations. ServiceNow Certified System Administrator (CSA).
Dallas enjoys camping with his family, hunting, fishing, and golfing when he is not working.
Monte Brookshier

About Monte

Monte Brookshier is the Chief Executive Officer (CEO) for CRI. Monte first joined CRI in 1996 as an Infrastructure Engineer specializing in cybersecurity. In 2006, Monte led a software-as-a-Service (SaaS) company that provided a business planning platform for school districts to increase teacher and student performance. The company grew rapidly and was purchased in 2008 by California’s largest educational consulting firm where Monte served as President of Technology.
Returning to CRI in 2010, he led the growth in Federal and State and local arenas. Monte and his family recently moved to the Northern Virginia area to continue growing the CRI customer base. Monte enjoys playing golf and family-oriented outdoor activities.
